Updated PCO Licensing Requirements

What are the updated licensing requirements for PCO drivers?
With effect from Saturday 1st April 2023, all new London private hire driver applicants require a B1 level of English language proficiency. This is equivalent to an International English Language Testing System score of 4.5 or above. They will also have to take a new enhanced driver assessment. This includes safeguarding training before being granted a license. Also, applicants must pass a medical declaration and provide evidence of their right to work in the UK. These new licensing requirements aim to upgrade passenger protection and ensure that all private hire drivers in London meet the same high standards.
How will the changes affect new PCO Drivers?
In short, before they can receive a license potential PCO drivers who apply following the recent changes must pass the below:
- English Language Speaking test
- English Language Listening test
- SERU (Safety, Equality, and Regulatory Understanding) assessment
- Topographical assessment
Any PCO driver who had failed to demonstrate an appropriate level of English language proficiency (known as the ELR) by 30th September 2021 has until 30th September 2023 to take and pass the English language speaking and listening test and the SERU assessment. What happens next?
TfL (Transport for London) will contact new and existing applicants providing further information on their assessment schedules, such as date and time. Once TfL notify you about your booking, it is important to make every effort to attend.
